WhatsApp Business app vs WhatsApp Business API for calls

Meta offers two ways for a business to use WhatsApp: the free WhatsApp Business app, and the WhatsApp Business Platform, often called the WhatsApp Business API. Both can handle customer calls, but in very different ways. This guide compares them for calling, explains what happens to your number when you switch, and ends with a checklist to help you choose.

The app: one phone, one person

Free to download, ideal for a small business where one person answers, with one phone number.

The API: built for teams

An interface for software, used through a provider, that lets many agents and systems work on the same number.

A number lives in one place

Moving a number to the API changes how it works in the app. Plan which number goes where before you switch.

Two products, two audiences

Meta describes the WhatsApp Business app as a free-to-download app for small business owners. You install it on a phone, like regular WhatsApp, and add a business profile, catalogue and quick replies. It provides for one phone number.

The WhatsApp Business Platform is aimed at medium and large businesses that talk to customers at scale. It is not an app you download: it is an API, so your business needs developer resources or a provider, such as a Business Messaging Partner or a software product built on it, to use it. In return, it supports several phone numbers and lets many agents, tools and automations work on them.

Multi-user: where the app stops

The app runs on one primary phone, and you can link a small number of extra devices, such as WhatsApp Web or a tablet. That helps one person work from more screens. It doesn’t give each team member their own seat, a queue, or a record of who handled what.

On the API, the number is no longer tied to a phone. Software connected to the platform can spread conversations and calls across as many people as you need, with roles, routing and reporting.

Calls in the app vs calls through the API

In the app, calls work like personal WhatsApp: the phone, or a linked computer, rings and one person answers. While that call is in progress, the next customer who calls reaches a line that is already busy. There is no queue, no hold music and no way to send the call to a free colleague.

Through the API, calls use Meta’s WhatsApp Business Calling API. Meta’s documentation requires the business number to be in use with Cloud API, not the WhatsApp Business app, and calling to be enabled on the number. Customers still call from WhatsApp as usual. Calls your business starts need the customer’s permission first, and Meta does not offer business-initiated calls in every country.

This is where Dialaunch fits. It connects your number through the WhatsApp Business Platform and runs it as a contact centre: one number takes many simultaneous calls, routed to the next free agent, queued with your hold music, or handled by the step you configured, such as a keypad menu, voicemail or an optional AI agent.

What happens to a number moved to the API

By default, a phone number is used either in the app or on the platform. Meta’s documentation explains that to register an app number on Cloud API you must delete the app account or onboard through a provider, that the existing message history is lost, and that you can’t use the number with the WhatsApp Business app again unless you deregister it from the platform.

Meta also offers a coexistence option, through providers that support it, where a business keeps the WhatsApp Business app on its number while connecting it to Cloud API. According to Meta’s documentation, voice and video calls in that setup stay in the app and are not supported on Cloud API for those numbers.

Dialaunch does not support using the WhatsApp Business app and Dialaunch on the same number. Once a number is connected to Dialaunch, it stops working in the app and the app’s chat history doesn’t move over. If you want to keep the app, connect a different number to Dialaunch.

Costs at a high level

The WhatsApp Business app is free to download. On the platform, Meta charges messages on a per-message basis for template messages, with rates that depend on the message category and the recipient’s country. Replies inside an open customer service window are free.

For calls, Meta states that all user-initiated calls are free. Calls the business makes are charged by duration, in six-second pulses, depending on the destination country and your monthly volume. Call permission requests are billed as messages.

On top of Meta, you pay for the software you use on the platform. Dialaunch is priced per agent, per month, from 3 agents, with admins and supervisors free; phone minutes come from a prepaid balance, and Meta may bill your WhatsApp Business account directly for some usage. See the pricing page for current details.

Decision checklist

Stay on the WhatsApp Business app if one person answers almost every call, you rarely get two calls at once, and you rely on app features such as broadcasts or groups. Move a number to the API with a provider like Dialaunch if any of the following sounds familiar.

  • More than one person needs to answer calls on the same number
  • Customers regularly hit a busy line while you are on another call
  • You want callers queued with hold music instead of ringing out
  • You need opening hours, a keypad menu or a voicemail on WhatsApp calls
  • You want a call history that shows missed calls and who called back
  • You need reports on answer rate, waiting times and abandoned calls
  • You can dedicate a number to the platform, or use a different number for the app

What to know before you start

What is the difference between the WhatsApp Business app and the API?

The app is a free phone app for small businesses with one number. The API, part of the WhatsApp Business Platform, is used through software or a provider and lets many agents and systems work on one or several numbers.

Can the WhatsApp Business API receive calls?

Yes. Meta’s WhatsApp Business Calling API lets customers call a business number that runs on Cloud API. Dialaunch uses it to route those calls to agents, queues and call flows.

Can I use the WhatsApp Business app and Dialaunch on the same number?

No. Dialaunch does not support that. Once a number is connected to Dialaunch, it stops working in the WhatsApp Business app and its chat history doesn’t move over. You can connect a different number to keep the app.

Is the WhatsApp Business API free?

Not entirely. Meta charges template messages and business-initiated calls, while user-initiated calls are free according to Meta. You also pay for the software or provider you use on the platform.

Do customers need anything new to call a number on the API?

No. They call your business from WhatsApp exactly as before, with no extra app.
